148 new varieties of drugs
The number of drugs in the new catalogue has not changed much, but the number of drugs transferred out and into the catalogue has changed a lot, and the structure of drugs has changed a lot.
A total of 148 new varieties have been added to the routine access section, covering the treatment of major diseases such as national essential drugs, cancer and rare diseases, medication for chronic diseases, medication for children and so on, which should be given priority. Among them, 5 new medicines for major diseases, 36 for chronic diseases such as diabetes and 38 for children were added through routine access. Essential drugs in most countries are routinely admitted or included in the list of drugs to be negotiated.
In order to improve the efficiency of medical insurance fund, the new catalogue limits the scope of medical insurance payment for some medicines. For example, in the western medicine part, the medical insurance can only be paid when the oral liquid of methylsiloxane is limited to gastrointestinal endoscopy and abdominal imaging examination.
According to the variety, 150 varieties were transferred out, about half of which were withdrawn by the State Drug Administration. The rest were mainly drugs with low clinical value, obvious abuse and better substitution.
Identification of 128 drugs for negotiation
It is noteworthy that the National Medical Security Bureau has further improved the method of negotiation access on the basis of summing up the previous experience in this catalogue adjustment.
According to the results of expert evaluation and voting, 128 drugs, including 109 Western medicines and 19 Chinese patent medicines, were initially determined to be included in the scope of negotiation for exclusive drugs with high clinical value but high price or great influence on the fund.
According to reports, the treatment of these drugs mainly involves cancer, rare diseases and other major diseases, hepatitis C, hepatitis B, hypertension, diabetes and other chronic diseases. Many products are new drugs approved by the State Drug Administration in recent years, including major domestic innovative drugs.
The relevant staff of the State Medical Insurance Bureau introduced that after the establishment of the drugs to be negotiated, the next step would be to seek the intention of enterprises to negotiate and determine the final list of drugs to be negotiated. In the future, drugs included in medical insurance payments will be determined according to negotiated prices.
74 new drugs can be reimbursed in full
In addition, the number of Class A drugs admitted in this routine way has increased appropriately. The catalogue contains 640 Class A drugs, 46 more than 2017, of which 398 are Western medicine and 242 are Chinese patent medicine.
According to China's medical insurance reimbursement policy, Class A drugs are clinically necessary, widely used, effective and low-cost drugs of the same kind. Class B medicine is a kind of medicine which can be chosen for clinical treatment and has good curative effect. The price of the same kind of medicine is higher than that of Class A medicine. The reimbursement policies of the two types of drugs are also different. Class A drugs can be reimbursed in full. Class B drugs need to pay 20% of their own expenses.
This adjustment will adjust 74 essential drugs from class B to class A. This also means that there are more medicines that could not be fully reimbursed in the past and that can be fully covered by health insurance, industrial injury insurance or maternity insurance in the future.
